Rospatent Academic Council
And just like that, summer is over…
I have mentioned before that I have close ties to Rospatent. First, I am a member of the Academic Council at Rospatent’s Federal Institute of Industrial Property (FIPS). Second, I am often invited to take part in various activities there—whether speaking at a conference or chairing the examination board for students at Rospatent’s training centre.
Things had been quiet at Rospatent for some time. But summer ended, and productive work resumed. Another Academic Council meeting took place on Tuesday, with three items on the agenda:
- Patent analytics: the activity plan for 2025 and the longer-term outlook.
- Developing the “Artificial Intelligence” research area: using AI in intellectual property management processes.
- Results of the research project “Development of a Target Model for Technology Scouting and Mathematical and Software Tools for Technology Scouting Using Patent Analytics”.
I took an active part in the discussion of the second item, which focused on AI. I supported the view that a pilot project should be run using the unique data held by Rospatent:
- More than 150 million patents;
- A large body of filed applications;
- Numerous examination reports from Rospatent examiners on those applications. Particular attention should be paid to the more than 100,000 negative reports.
I will be following the progress of this research project with interest.
